US TSCA Compliance Requirements
TSCA is the US federal law governing chemical substances. Its Section 6(h) rules restrict five persistent, bioaccumulative and toxic (PBT) chemicals, with one deadline landing about a month after this page was last reviewed.

US TSCA, at a glance
TSCA (15 U.S.C. § 2601 et seq.) is administered by EPA’s Office of Pollution Prevention and Toxics.
Section 6(h) PBT rules, finalized January 2021 and amended November 2024, restrict five chemicals: decabromodiphenyl ether (decaBDE), phenol isopropylated phosphate (3:1) (PIP (3:1)), 2,4,6-tris(tert-butyl)phenol (2,4,6-TTBP), hexachlorobutadiene (HCBD) and pentachlorothiophenol (PCTP), codified at 40 CFR part 751, subpart E.
PIP (3:1) has the most detailed, staggered prohibition schedule of the five, running from 2021 through 2039.

Obligations
- Persons who manufacture (including import), process, or distribute in commerce the five PBT chemicals must comply with the restrictions in 40 CFR part 751, subpart E.
- 40 CFR § 751.407, specific to PIP (3:1), reaches "all persons" — not only manufacturers — for its processing, distribution and article-import prohibitions.
