EU SCIP Database Requirements Explained

SCIP (Substances of Concern In articles as such or in complex objects (Products)) is established under the Waste Framework Directive, Article 9(1)(i) and 9(2), as amended by Directive (EU) 2018/851, and requires ECHA to maintain a database of SVHCs in articles referencing REACH Article 33(1).

The SCIP notification obligation has applied since 5 January 2021.

On 10 December 2025, the European Commission published a package of proposals (the "Environmental Omnibus," COM(2025) 980–986) that includes a proposal to repeal the SCIP notification duty.

As of 2026-09-27, that proposal is not adopted law. It is awaiting a committee decision in the European Parliament’s ENVI committee.

Who must comply

An enterprise that produces, assembles, imports or distributes an article containing a REACH Candidate List substance above 0.1% w/w must notify ECHA’s SCIP database with the substance’s concentration range, its location in the article, and information allowing its safe use.
The information submitted to SCIP is made publicly available, particularly to waste operators and consumers.
Retailers and other supply chain actors supplying articles directly and exclusively to consumers are not covered by the SCIP notification obligation.

What is the SCIP database?
